This article examines the role of contact-tracing apps as central to many states’ strategies to track the spread of COVID-19 and end ‘lockdown’, which would alleviate the pressure on other human rights. Many concerns have been expressed about the use of contact-tracing apps due to the significant risks they pose to human rights and their potential contribution to a dramatic new era of surveillance.
